Have your say on proposed changes to the planning system aimed at supporting the arts, culture and night-time economy and make it easier to bring entertainment precincts to life.
The proposed changes would:
boost the activation of Special Entertainment Precincts by allowing more entertainment related activities as exempt development
explore options for rooftop dining, temporary cultural uses in commercial buildings, and the use of spaces such as town halls and private car parks for events
make it easier to turn spaces into licensed entertainment and arts venues that can seek a liquor licence
modernise the planning framework to help the Sydney Opera House run outdoor events and carry out maintenance and minor works more efficiently
modernise planning controls for the Walsh Bay Arts Precinct.
The Vibrant Precincts SEPP Explanation of Intended Effect, which details the proposed changes, is on exhibition on the NSW Planning Portal and you can provide feedback until 5pm on 7 July 2026.
For any enquiries about the Vibrant Precincts Explanation of Intended Effect, please email economic.policy@dpie.nsw.gov.au.
